Someone would have to pull up the stats but I swear the US is always in sub 1 or 2 for like the last 10+ years. Olympics and Worlds.

Not really. Just the last two Worlds. Majority of the time USA is in the back half of the draw and at Worlds, mostly on Day 2.

She's come this far. If she can do the AA, she might as well go for it. She has nothing to lose by doing it. (Well an Olympic spot, but you know what I mean). But she already planned to compete there and wanted a floor medal. If she can squeak out a FTY and make sure she has her bars CRs in, she could end up with the Olympic spot. There isn't much competition. If she can get a 13.0 on floor, beam, and vault, she would only need a 12 on bars to give her a 51.00 AA score.
2023 results: Finnegan and Irfanaluthfi are qualified via Worlds. The next highest AAer was Liao Yi-Chun of Taiwan with 49.698 and Dildora Aripova of Uzbekistan with 49.599.
49.698 is an average of 12.424 on each event.

Granted there was no North Korea at 2023 and Chusovitina did not do the AA.

It will largely come down to who is registered for the event and planning on doing AA.

While Isabella Brett has earned the quota slot. it has not been confirmed yet. New Zealand gymnastics is unlikely to accept the quota slot. So it is likely Brett will not be going to Paris.
Yet to see what happens.

I wonder if sending one gymnast (Georgia Rose Brown) might make it more likely they'd send a second. Surely some of the costs are shared?

I think it has to do with their criteria. GRB earned it through winning the World Cup circuit.
Brett earned the spot by default.
I don't recall their exact criteria, but it had something to do with being "competitive".
GRB winning World Cup on bars shows she can be competitive on that event, but Brett was essentially handed her spot with Australia having qualified a full team.
It is unfortunate that NZL opted not to allow Courtney McGregor to try to get a spot. she's a previous Olympian and when she was at her peak was able to be "competitive" on vault and AA.

She beat her NZ teammate Reece Cobb and Annabelle Burrows of Australia (and GRB and Breanna Scott but they DNF).

It was New Zealand who were handed the spot by default, rather than Brett herself. She did have to beat any other NZ athlete who did AA.

Re Courtney McGregor, I've not seen the policy myself, but there were NZ posters elsewhere on the gymternet who seemed to think it wasn't possible for her to meet the criteria as she'd come back too late. So the idea was to try and shore up the one gymnast they had who did actually stand a chance of being sent.

Why would a country give up a spot that's been allocated to them? Lack of funding?

NZL has a "no Olympic tourist" policy. They aren't interested in shelling out all the money to go to the Olympics unless someone is legitimately top 10(ish).

For gymnastics, that means Georgia Rose Brown proved herself to be Olympic worthy by winning a spot via World Cups. But the continental AA spot is basically defaulted to NZ, and Brett's score was quite low. GBR might have an outside shot at a bars EF spot (very outside shot). But Isabella Brett isn't remotely a threat for any finals, so NZ may decline the spot as a result.

Sweden is another one with this policy. Swedish athletes have secured Olympic spots in the past only to have the Swedish Olympic committee refuse to send them.

South Africa used to do this when they were invited as part of the continental quota. They would turn it down due to it not being "earned".

Luckily, South Africa is not only earning their spot, but their team has now made Worlds and even beat 5 other teams.
