I wonder if they changed the format to appeal to host countries as well.
We had 26 and 27 Worlds host announced before 25 so leads me to believe the FIG was having trouble getting a host.

Absolutely they want Worlds to be smaller so they're cheaper to host. What's confusing me though is that if '25 Worlds are still the exact length size as '21 Worlds.. what exactly is being gained by having only 2 max per apparatus vs 3 max per apparatus? That's not saving anybody any money unless they cut qualifications down to two days (and thereby podium training as well, saving two days total of arena rental), which it doesn't appear they are doing if Worlds is still seven competition days long.
 
Just thinking ahead to US team composition, as well as a country like Italy or even Brazil. Let's say none of the US Olympians aside from Rivera go for this. You have Rivera, Sumanasekera, Pease. Maybe? None of them do two vaults. All of them are beam specialists. But I guess no one knows who among the US A-team will continue. Anyway I hate this format!
I think the US will most likely send 2 all around athletes unless a specialist magically appears. The team selections from most countries will be pretty interesting. It’s probably going to be an even worse worlds than 2021.

The US will probably try to send all arounders who also have a chance for an event final. That would probably exclude Juda (although he has made a HB final).

If it's only 2 max per apparatus, maybe I'm confused but it seems like if you sent two all arounders then sending any third person wouldn't make sense.

That could make it complicated.
 
Honestly it would be a perfect setup for Nedoroscik, Hong, and any of Richards/Young/Malone
That’s what I think, too. It will be interesting to see how the drop to 8 skills reshuffles contenders. Choosing the right team is going to really rely on how the rest of the world is looking. I have no idea how they are going to write selection procedures.

That will be a lot more important than it has been in the past. Teams will any depth will have to pick what specialists to send based on their chances relative to the other competitors.
 
I could forgive them if they had to make it max 2 per apparatus to cut qualifications/podium training down to two days each to be able to hold the competition at all. Tiny Worlds is better than no Worlds.

But if qualifications and podium training are both still 3 days each.. then I don't get this.

I just checked 2017 Worlds in case 2021 Worlds had less participation because of covid or something. 2017 Worlds had 3 per apparatus fit into three days of qualifications too. So it's 100% possible to have 3 member teams all do AA in quals and keep the schedule the same.. because it's exactly what they've been doing for individual Worlds this whole time.
