I believe the rule was two different vaults, could be from the same family for qualification, team finals, and AA finals, and the two vaults were averaged together to get the final score. Meanwhile EFs required vaults from two different families, even though qualification didn’t require it (which is how you got Ashley Miles in 2001)
 
As a side note, I don’t think there’s much to compare between Pena and Karmakar on vault. Karmakar landed more Prods than she fell on. She tucks her knees on the block and it cuts off her height, leading to deep landings, but I don’t think it’s fair to say hers is chucked. Prior to her recent injury, she was training the Prod, Kas 1/1, and front handspring 1/1 (maybe 3/2 too) and she said that her strongest vault execution-wise and most consistent was the Produnova.
Requiring a 2nd vault from all competing is a disadvantage because now time needs to be spent learning and training a second vault.

Ok so it isn’t required but optional, that is more like it.
However, I still think it is an advantage to traditionally strong vaulting countries who are already including vaulting specialists on their teams. They also get the advantage of having the option to go for one solid vault and then attempt a more challenging one for a higher score. As it is we often saw vault specialists doing their less risky vault first, for the team, followed by their riskier vault second, due to wanting to have a safe score for the team total.

I would be on board with two vaults with the highest counting IF a gymnast can repeat their first vault ala 1993-1996 and 1997-2000. This way everyone is doing two vaults and if a gymnast wants to aim for vault finals, they must do two different families, since they are already doing so.
 
Belgium, and Netherlands will figure it out as well as they figured out the other apparatus – which isn’t that great, because their programs aren’t that great.
I have to address this.
Calling their programs “not great” is an injustice.

Belgium’s program in particular has exploded in the last ten years.
They have their first ever World and Olympic champion in Nina Derwael. They were 3rd in qualifications to the European Team Finals in 2018 before withdrawing citing concerns over health of their gymnasts but with a similar performance in team finals would have been bronze medal contenders. Additionally, they have made their 2nd Olympics as a full team, and qualified for their first ever team finals in Tokyo in 5th! place. Unfortunately, they had a disaster 10.0+ beam routine in the first routine in the first rotation that immediately eliminated them from medal contention.
However in qualifications, Belgium had the best overall execution, of ANY team (including Russia, USA, and China) with 15/16 routines at or above 8.000 in execution. The only BEL score to drop below 8.0 was a 7.400 which was a result of a fall off beam from Vaelan, so still an incredible E score for her, especially considering she was getting 13.4/13.6 at World Challenge Cups.

Had Belgium repeated their prelims performance in team finals they would have been .201 from Great Britain in bronze.
The data does not align with your “not great” statement. Belgium has definitely proven to be competitive with the top tier of teams. I also anticipate that they make team finals again in 2022 and wouldn’t be surprised at a team medal as they are quietly adding difficulty to their already well executed routines.

To be fair, the best bars workers have been enjoying a major AA advantage since 2006.
