MAG has solved this problem for the next quad. They simply decreased the expectation. And almost everyone is happy about that.
Perhaps if the 1.5 was done into a release move or transition, it would be free of the handstand deduction? As long as it was continuous. I could see some 1.5 into an Ezhova for example.
That was actually a rule between 2006 and 2008 that gave leniency for giant pirouettes that led into releases or dismounts:

I wonder if this is a case of elite affecting NCAA. Few teach or learn the 1.5 because it gets so many deductions at higher levels in general.

Even if it were worthwhile in elite, there would be no reason to do 1.5 pirouette in NCAA with the current rules. Any possible routine that would even think about including one, a Giant 1/2 is already going to give 10.0 start value.

The difficult requirements must be increased. After that, either put the 1.5 at E rating or keep it at D but give 45 degree angle allowance instead of 30.
