I dont know the elite code, but years ago right before Kayla Williams did elite we rotated with her in a level 10 session. The elite code had already switched the leap pass requirement, but level 10 still had a direct connect requirement. She did not do one and therefore started at a 9.5.
Also, in a previous code the elites did not have a two salto/combo pass and we have always had that in level 10. Not having one would also result in a 9.5 SV. So there are possibilities where they may not meet the requirements.
 
Some of the juniors have started to receive AIN status ahead of junior euros. So far, Ksenia Butorina and Radmir Musaev. I don’t know why particularly those 2 first, but it could be just administrative reasons as they are both from Moscow. I don’t really keep up with junior mag but the other girls I’d expect to be registered in the coming weeks are Polina Dmitrieva, Alexandra Andrianova, Kira Ivanova and Alina Yarina

It is “Russian NCAAs” aka national students championships. It’s not easy to find info results since it’s not a RGF event, it is run by the national student sports association. Urazova is scheduled to compete, there may be other ex national team members too.
 
Wow, she's GREAT, too.

She is very impressive in training, but she rarely competes which is weird. She didn’t compete in the latest youth championships, but did attend national team training so she’s not injured. Her father Sergei is junior national team coach, taken over from Mustafina. But he isn’t her personal coach, their names are not familiar to me.
 
@MaryClare random question for you: do you know if Elizaveta Grebenkova got US citizenship, or only has Russian citizenship?

Someone on reddit commented that they thought it was possible that Elizaveta only did level 10 because her parents know just how intense elite gymnastics is and didn't want to have her deal with that. But that got me thinking that it's possible she doesn't have US citizenship, so level 10 is really as far as she can go without having to return to Russia. And while Irina Alexeeva was willing to go train at Round Lake, not everyone would make that decision.

Also entirely possible that Elizaveta just wasn't interested in elite and/or doesn't have what it takes to be a top tier elite. The jump from level 10 to elite is so much bigger than 99% of people realize.

Lyudmila was asked this on instagram recently and she said that Liza is Russian and not American. When they first left Russia, they went to Canada and were coaching with the Lobaznyuks. It might be that they haven’t been US residents long enough to obtain citizenship. I don’t think it’s a deliberate decision not to become citizens, they seem way more American than the Liukins for example. Adding to that, Liza seems to have a very typical high schooler life and I think that’s probably what they want for their kids much more than elite gymnastics.

So wasn't so much a "they're Russians who don't want to become Americans" as much as me assuming if they did want citizenship, it can be a long journey and it just hadn't happened yet.

Yes I saw that Laurent Landi only recently got his.

I don’t know enough about the US men’s development program, but I’d say Alex Grebenkov is working at a higher level than Liza and potentially elite tracked. He competed L9 at dev nationals this year. He’s 15, I’ve no idea where they were in 2011 but potentially he’s Canadian. Their youngest daughter Eva is definitely American, but she’s only 6/7. Lyudmila and Liza are actually in Moscow at the moment, some sort of trip celebrating Liza graduating high school.
