The must have served on the technical committee rule feels like a deliberate way to exclude international applicants. There are many international judges who would be interested (and potentially more effective) in that role.Yes, elected, and very restrictive criteria for who can be nominated. "Must have been a Brevet judge for at least six (6) years and served as a member of the Technical Committee." There's just a handful of people who are qualified.
