Well they can. Jade is a competent AA gymnast who has twice placed top 10 in the world. They are NOT the same

Why? She's a legitimate all-arounder with a history of peaking at the right time. NBC commentary can say otherwise 'til they're blue in the face but that doesn't mean she isn't actually an all-arounder.

Jade seems to do better internationally than in the US--which I'm fine with--but people forget she can and has done well in the AA internationally

I like Jade. I maintain that it’s hilarious that after all the doubts about her even making this team, she is destroying this competition.

I think Jade doesn't do better internationally so much as her scores hold up much better than some people.

I agree, I would expect the difference in Jade and Jocelyns to be higher internationally. International judges love Jade, and I don't see Jocelyns scores holding up the same way.
