NCAA Questions about All Americans

I saw this online and I had a couple of questions about it for those in the know:

My questions are these:
Is the Regular Season All-American awards a new thing? If so when did they start this?

They also get an award, so it is just like regular season and post season conference championships.

Excuse my British ignorance but what exactly is an 'All-American'? Is it an award or a status level. Does the gymnast have to be American to be awarded an All-American;, or could, say Ana Barbosu win All American?

It is a top 8 finish. Yes international athletes can win.

For example Marissa King formerly of Florida and assistant at Georgia was an 11 time All American.

No matter how many times I hear/read the answer to what an All American is, it never stays in my brain.
