Produnova '00 (qualified but withdrew)?
Strug '96 (qualified but injured) / '92?

I do think Listunova (the reigning European champion) and Wieber (the reigning world champion) are a class apart on this as they were the current holders of major AA titles.

In what year did 3 per country become a rule?
 
Maybe 1976? The USSR had five gymnasts in the 1972 AA.


Yes pretty sure it was 1976 - the Soviet Team had all 6 of their gymnasts in the top 9 after prelims but only Kim, Tourischeva and Korbut competed in AA

In 1972 the Soviet team had all 6 team members in AA - Tourischeva, Lazakovich, Burda, Korbut, Saadi finished top 9 - but perhaps they want to forget about Koshel down in 16th.
 
Biles 21 and Produnova are kind of different. They qualified for AA finals but unfortunate circumstances meant they decided not to compete
I do still wonder "what if" re: Produnova, though... she looked so good on UB/BB in EFs (even with the mistake on bars; I still think the judges were trying to give her bronze) that I wonder if she could have still pulled off the win in what ultimately became of that field. But I have no idea how painful vaulting and tumbling were for her by then.

Produnova seemed to be struggling mentally on vault by 2000. Or perhaps it was just because it was hurting so much she was anticipating the pain of landing, whilst she was mid vault. But for someone so gifted at vault, she was very inconsistent and as a result, chronically underachieved in a vault code that was made for her.

OT but I’d forgotten how strong that Sydney team was on vt. It just goes to show that the COP matters and you can’t leave things to develop organically. There’s no way in hell that Lobaznyuk would be a DTY&DTT gymnast today and that’s with the table. But as ive said before, nearly every post 2000 decision within gymnastics has been make with the goal of lessening the dominance of the legacy countries
