Let's see if Croatia issues visas to Russia for Europeans.
Osijek has Russian AINs listed in the nominative roster.

So it is likely AIN will be allowed to compete at Europeans.

Croatia is in the Schengen area, it’s one visa that can be issued by any Schengen area country. Some countries within it wont issue to Russian citizens, either officially or unofficially. But there are plenty who will, and there’s no requirement to actually travel to or via the issuing country.
Most people who travel frequently have 5 or 10 year Schengen visas. There generally has to be criminality or exceptional reasons for a Schengen visa to cancelled. The only ones I can think of are some, not all, of people who are on the sanctions list.

Regarding the TF, I think @KathySantoni meant the Olympics specifically. Since if the rules stay as they are currently, AIN-2 would be able to send 5 gymnasts to the Olympics assuming qualification at world championships. However they would not be eligible to compete in the team final unlike at worlds and euros.
