She had a big summer and took time off to do the tour, if she's pacing to peak in October it wouldn't be necessary to be 100% here. She's doing well enough here to still contribute scores to the team and make finals, while also winning an individual medal in the AA.

Question about federation representation: since Puerto Rico is an American territory, making Puerto Ricans American citizens, what are the rules for an American gymnast to switch to representing PR? Is it the same rules as representing any sovereign nation?
