Yes but not always so as all of your comments about GGMB make clear. Once again I have to applaud the mods and admins on this Board who get much of the credit for making it such a healthy place.
At a certain age a decade is a short period of time to get used to changes. . . .and also you are correct -- its much less than that in the U.S. To me it feels very very recent.
In fairness, the shift towards WAG gymnasts lasting into their late 20s and beyond is a pretty big shift and a recent one. It does take time for people to adjust to a change like that in a sport. And Chuso is hardly the norm -- nor will she ever be.
I can not think of one reason to justify this selection. The post Marta era brought many challenges to USA Gymnastics. They just have not been handled well.
Just because open back leotards have been normal in ballet leotards does not mean they are not sexualized. Of course they are, at least on some level. An open back design for clothing is generally understood to be provocative on various levels (depending on the fabric, exact design etc)...
