Italy had the highest combined score across the three rounds. Their third round score would have beaten Germany in round 2 (but only by a tenth). There was only 0.5 in it between their 2nd and 3rd rounds though, maybe they thought beam wasn't worth the risk before the final.

If it's the gold medal round the worst that can happen is silver. I think the strategy for the top teams has to be to go for your best event in round 2, and unless you are really good at beam you should leave it for the final.

They haven't shown Williams on beam either have they? Scored 13.433, over a point down on qualification. Not really the wrong choice in her case, that's still tied with her next highest apparatus from qualifying. But Sweden are out.
With only six teams left Switzerland and France are through to round 2. Hungary qualified 4th but because they did beam they are down in 5th already, needing others to make mistakes.

This seems to be the standard configuration for big events, but the British Championships manages to fit all the apparatus in the arena at the same time, so it can be done in some arenas at least.
The IOC are really pushing mixed events, they will absolutely want all the big names in it. They aren't holding an extra event at LA 2028 for USA WAG to send their third or fourth best gymnast.

I have to assume the event at Euros this year is the format they are thinking of for 2028. It's weird that the IOC have included an event at the Olympics without it being contested at a World Championships (yet), but it'd be weirder if they'd done it without seeing a proposed format.
