Yes, a National Olympic Committee (NOC) can step in if a National Governing Body (NGB) is disaffiliated, or at least take actions to ensure the sport continues...

So I asked AI and this is its answer. If the Romanian Gymnastics Federation (FRG) were disaffiliated from the International Gymnastics Federation (FIG), the primary consequence would be the inability of Romanian athletes, officials, and teams to participate in any international competitions...

What would happen if FIG steps in and disaffiliates FRG? What would it mean for Romanian gymnasts participation in Olympics, World/European Championships, World Cups and such?

Aren't the Romanian girls who are born in 2007 actually class of 2026? Ana Barbosu (born 2006) is a college freshman already. (and I googled their dates of birth and Oprea is actually exactly one year younger than Barbosu - both born July 26).
