For me, beam and parallel bars are the two events that would be difficult. I know womens uneven bars used to be parallel pars at different heights, so women would definitely find something to do, but the skills that men do dont work because of womens larger hips and less wide shoulders...
To me, this is most likely a message meant to the judges that they’re not doing a good enough job and not judging well enough. It will backfire, though, because everyone and their coach will start enquiring everything, so men’s judging will take as long as women’s beam judging.
